Description of the Development

The development of the Győr – Gönyű national public port and the development of Győr – Pér regional airport belong to the advantaged developmental programmes of the West- Transdanubian region at the moment. It is practical to implement the advantaged developmental projects within the frameworks of the developmental conception of an inland intermodal logistical centre in a co-ordinated way, and to mobilize the local sources and the sources of the European Union for this harmoniously. The purpose of the coordinated logistical development helps the implementation of the two emphasized projects in connection with transport and regional development, and at the same time, it makes the realization of the proposed national logistical developmental strategy more effective, makes the competitiveness of the region stronger, supports the investors’ intentions, and contributes to the establishment of new workplaces.

Development of the National Intermodal Logistical Centre

The serving out of the combined goods-turnover is an elementary condition at developing logistical centres. In accordance with the current regulations, the operators of the logistical centres, which belong to the inland network, must provide the following conditions:

  • They must have a land of minimum 5 hectares for the places that will belong to the logistical centre;
  • The place must be connected to the public road and waterways, and the external conditions of the working-up must be given (the water and air connection from these are advantages, specifically);
  • The traffic (public road and waterways) and communal infrastructure must be made up for the settlers;
  • The property safeguarding and the necessary conditions for the service providing must be ensured.
Development of Győr – Gönyű National Public Port

The development of the Győr – Gönyű national public port demands the designation of a state-owned operator in majority by governmental decision; demands the making of the external linking of traffic (public road and railway) necessary for the further development; and the forming of the necessary fields of development (and developing the communal infrastructure). Within its frameworks, it is expedient to take the accessibility of the planned M19 highway into account in the development schedule of the traffic infrastructure, by reason of joining to the TEN-T networks. Furthermore, in favour of working up the air connections, it is reasonable to plan and perform the making of the approx. 8 km long railway side-track between the port of Gönyű and airport in Pér. In order to provide the services of the industrial park and logistics, it is expedient to use the 150 ha area opposite to the port of Gönyű, and next to the main road no. 1, which can be enlarged by additional 100 ha after having the appropriate field-preparation, for logistical developmental area.

Development of Győr – Pér Airport and Innovative Industrial Park

The master plan of the county operates with the airport of Pér as an airport, which can be developed to an international commercial airport. Two alternatives can be drafted for the development of the airport:

  • A/ Regional airport in Middle Europe, ICAO 4D category. The minimum necessary airstrip expansion is up to 2500 x 45 m; locating CAT-II. level light technology system. Other service facilities with improvable module system. This length of airstrip provides the cargo possibility within Europe to a maximum, aeroplanes of larger size cannot use with full load.
  • B/ Intercontinental airport of ICAO 4E -4F category, with CAT- II level of light technology. 3000-3500 x 60 m more service facilities. Free-for-all accessibility from Asia and North America, with cargo possibility. This size of airstrip enables the take-off and landing of the current wide-fuselage cargo aeroplanes with the largest capacity within any weather conditions (B747-400; A380). The long term interests requires these, having regard to the investing intentions – to be detailed later – conceiving during the preparations of the innovation industrial park (and air transport and aeronautics centre at the same time).

In accordance with the conceptions of the local government and the private investors, who finance the preparation of the development, an industrial-logistical park would be built on an approximately 160 acres field next to the Győr-Pér airport. The arrangements of establishing Pér’s Innovation Industrial Park (PIIP) started in 2007 by the active cooperation of the Local Government of Pér and by taking private equity into the project; its main objection was the vivifying of the small region’s and regional economy, and creating remarkable amount of workplaces. The participants of the project are planning the realization for the middle of 2012. The “PIIP” is closely connected in function to the airport, providing collateral preferences and services. The location of the “PIIP” has been assigned by considering the development of the airport, the settlement structure, environmental aspects, and the sustainability.

The railway-linking with the Győr-Gönyű port at the Danube provides with the chance of connection to the national intermodal logistical centre; and in connection to the improvement of the Győr – Kisbér railway, it is necessary to build up side-tracks connections, too. Making of a collector road to be bypass and lead road of Pér, 2 roundabout traffic junctions on the main road no. 81, which provide the connection to the TEN-T network and the accessibility of three capitals (Vienna, Bratislava, Budapest) by motorway within one hour, were drafted as a necessity of the public road development. It is also important to form the internal road network of the area to be developed at the same time, making it connected to the public network.

The participants of the logistical development’s implementation

The developmental projects of the traffic infrastructure of Gönyű can be managed by the involvement of the concerned contributory organizations – along with the professional coordination of the ministry and the control of the directional authority. Besides the participation of the mainly state-owned operator of the inland public port the private companies, which currently take part in the operation, can be also involved. It is expedient to make the operator performed the management tasks in connection with the improvements of the developmental areas. In case of the airport’s development and forming of the innovative industrial park, it is expedient to explore the role-taking possibility of the public (state and local government) – along with the preparatory and planning work realized currently by involving private equity – especially in consideration of creating the airport’s infrastructure and the connected traffic connections (public road and railway).

The reasonableness of the development

The imagination as “Hungary is a logistical centre” has existed in our country for a long time. It is based by the country’s favourable geographical location, the crossing international transport corridors, the EU membership, the quick economical improvement of the surrounding countries, the presence of the multinational companies and our Eastern connections.

Logistical Development and the National Regional Development Concept (OTK)

The National Assembly accepted the National Regional Development Concept in 2005. The concept contains, among others things from the field of transportation, that the rate of the combined carriage, the transportation by water and railway must be increased, in order to temper the environmental pollution, and such logistical centres must be established that are appropriate for that purpose, in the area of the border crossing points of determinative importance in the international transportation.

Logistical development and the New Hungary Development Plan (2007-2013)

The comprehensive aims of the development plan: increasing the employment, and creating the conditions for the permanent increase. 6 priorities has been determined for achieving the targets, three of which (improving the economy, the transport development and the regional development) include the development of transportation, logistical infrastructure, which, among other things, further the working out of the complex service provider logistical park network by the supports provided for the in-fence infrastructure development and increasing the level of services; and they support the linking of the logistical centres and industrial parks into the main transport network.

Logistical development and the development of Western Transdanubia (2007-2013)

The document accepted by the Western Transdanubian Regional Development Council includes the fields of priority for the planning period of Western Transdanubia between 2007 and 2013. The bases of the document were principally the development conception of the region for the period 1998-2013 and the regional development programme between 2000 and 2006, as well as the results of the regional development programme’s review in year 2004, together with the actual development programmes of the counties and the small region. The development of the Győr-Gönyű inland public port and the Győr-Pér regional airport is mentioned as advantaged projects.

Logistical development and the National Logistical Strategy (2007-2013)

In 2008 the Logistical Conciliatory Forum issued the National Logistical Strategy document, where it sets out, taking the strengths, weaknesses, opportunities, and risks discovered during the position analysis into account, the strategic aim that Hungary will be one of the logistical service centres and at the same time an intercontinental cargo hub of the region of Middle-East Europe until 2013. The export-import activity of the value added industries operating in the region permanently demands the air transport, which is done by the typically full airport of Schwechat (Austria) and Ferihegy (Budapest), or the farther Frankfurt airport. The wellaccessible Győr-Pér airport with its favourable location can be a realistic alternative to these. At the same time, such a logistic centre can be established, which is appropriate for the distribution of the cargo transport arriving from Asian regions to Europe.

The industry-attractive effect of the European regional airports of similar location and facilities is significant. The Innovative Industrial Park, which will be realized in Pér (PIIP), due to its direct airport connection, provides with an unique opportunity in Hungary for the high-tech industries. It can serve those activities, where the basic element is the air transportation. These are the automotive and aircraft industry, the research and development, the prototype production, pilot vehicle production, testing, etc.
